Comprehensive strategy for the economic development of Ecuador based on education, resources and governance

Abstract

This article analyzes the structural factors conditioning Ecuador’s economic development and proposes a comprehensive productive transformation strategy with a 2035 horizon. The research recognizes the historical limitations associated with the primary-export model, low economic diversification, institutional weaknesses, and insufficient articulation between education, innovation, and the productive system.

The study adopts a qualitative strategic-prospective approach based on documentary analysis of multilateral organizations and specialized scientific literature. Strategic planning tools such as SWOT analysis, the TOWS matrix, multicriteria sectoral prioritization, and the Boston Consulting Group (BCG) matrix adapted to national economic analysis were applied.

The findings show that Ecuador possesses significant structural advantages in biodiversity, agroindustry, strategic resources, and tourism potential; however, it faces major constraints in productivity, innovation, institutional quality, and value-added generation. The analysis identifies sustainable agroindustry, specialized tourism, the digital economy, and the bioeconomy as priority sectors for productive diversification and systemic competitiveness.

The research concludes that sustainable economic development requires articulation among education, technological innovation, governance, and long-term strategic planning. The main contribution of the study lies in proposing a multidimensional pathway aimed at strengthening competitive capabilities, territorial sustainability, and economic inclusion.
